Westown is a growing, high-quality mixed-use urban precinct seeking an experienced Utilities, Precinct and Infrastructure (UPI) Operations Manager to play a pivotal role in building, maintaining and enhancing its world-class infrastructure and public environment.

About the Role

This is a high-impact, technically focused opportunity for a hands-on infrastructure professional who enjoys combining operational delivery with the exciting demands of new development growth. You will oversee the delivery, operation and maintenance of Westown's critical infrastructure and take responsibility for the performance, maintenance and future-proofing of essential utilities and public-realm assets that directly influence the daily experience of residents, businesses and visitors.

You will be responsible for:

  • Overseeing the installation of new infrastructure and services β€” including roads, water, sewer and electricity β€” for new developments
  • Managing the operation, maintenance and performance of water, boreholes, sewer, stormwater, roads, electrical and fibre networks, telecommunications infrastructure, metering, public environments, open spaces and trails
  • Managing utility connections for new developments, from applications and physical connections through to handover
  • Approving and coordinating construction activities within Westown through the Contractor's Protocol, ensuring existing services and infrastructure are protected
  • Acting as the primary liaison between Westown, developers, engineering consultants and contractors involved in new infrastructure works
  • Monitoring progress against programme for the installation of new infrastructure and services
  • Ensuring the effective handover of infrastructure, services, connections and utilities to the appropriate owners or holders
  • Overseeing the maintenance of the public environment, including open spaces, landscaping, sidewalks, roads, cleaning services, security and surveillance systems
  • Leading and managing the Operations and Maintenance team and service contractors, including ensuring adherence to SLAs
  • Developing and implementing proactive asset management, maintenance and renewal programmes
  • Managing budgets, performance reporting and stakeholder coordination across the relevant reporting entities

Requirements

  • A Degree or Diploma in a Built Environment discipline, such as Civil or Electrical Engineering, Quantity Surveying, Property/Facilities Management or a similar field
  • At least 4 years' relevant experience in utility management, civil infrastructure design and/or construction, infrastructure maintenance, or large-scale precinct/estate management
  • A hands-on approach and willingness to work on-site
  • Strong execution skills, initiative and a proactive approach to problem-solving
  • Financial and budgeting capability
  • Strong technical knowledge of civil and electrical infrastructure
  • Proven experience in land development processes
  • Demonstrated success leading technical operations and maintenance teams
  • Excellent communication, stakeholder management and problem-solving skills
  • The ability to manage diverse teams, contractors and suppliers
  • A valid driver's licence and the ability to be based at Westown
